GOD made provisions for Mankind in order that he, whoever he might be, could worship HIM even before the Spiritual Dispensation of the New Testament Church.
Isa 56:2 Blessed is the man that doeth this, and the son of man that layeth hold on it; that keepeth the sabbath from polluting it, and keepeth his hand from doing any evil.
Isa 56:3 Neither let the son of the stranger, that hath joined himself to the LORD, speak, saying, The LORD hath utterly separated me from his people: neither let the eunuch say, Behold, I am a dry tree.

This is evident also by the following Scriptures that occurred during the time of the early Church.
Act 8:27 And he arose and went: and, behold, a man of Ethiopia, an eunuch of great authority under Candace queen of the Ethiopians, who had the charge of all her treasure, and had come to Jerusalem for to worship,

GOD’S Word is Eternal, spoken or written, and HIS Divine Cosmic Law – the Ten (10) Commandments (included in the Covenant) were both. First HE spoke it and then “HE wrote it in stone” not once but twice.
Deu 4:12 And the LORD spake unto you out of the midst of the fire: ye heard the voice of the words, but saw no similitude; only ye heard a voice.
The actual occurrence may be read at Exodus 20:1-17
Then HE had Moses store the Stone Tablets in the Ark of the Covenant also known as the Ark of the Testimony as a Witness and as a part of the Mercy Seat on Earth in the Tabernacle and then later in the Temple before Jerusalem was destroyed and the Nation dispersed.
